VPS in Estonia: Tallinn, a digital state next door to Helsinki
Estonia is known as one of the most digital countries in Europe: tax returns, document signing and company registration have long been done online. The hosting market, meanwhile, is small and almost entirely concentrated in Tallinn. Two things make it interesting for a server owner: a very short path to Helsinki and the rest of the Nordic and Baltic region, and an EU jurisdiction with well-built digital procedures.
Tallinn and the network
Almost all Estonian plans are hosted in Tallinn and its suburbs. The city is linked to Finland by several subsea cables, so Helsinki is usually 3–8 ms away, and for some carriers Tallinn and Helsinki effectively work as a single network node. Traffic heading west goes via Stockholm or overland through Riga and Poland.
- Tallinn to Helsinki: typically 3–8 ms; to Riga, around 5–10 ms.
- Tallinn to Stockholm: about 10–15 ms; to Frankfurt and Amsterdam, 30–40 ms; to London, 35–45 ms.
- Tallinn to the US east coast: usually 100–120 ms.
The figures depend on your provider: if your traffic is routed via Frankfurt, the advantage shrinks. Ping the host's test IP from your own connection. Neighbours with similar latency are Latvia and Finland; the latter usually has a wider choice of plans, and the full list of countries in the region is on the VPS in the Baltics page.
A digital state and what it means for your server
Estonia's e-Residency programme lets foreigners register a local company and run it remotely, so the country has many small IT firms with owners abroad. For hosting, this means demand for servers running the accounting, CRM and internal services of such companies, and local providers are used to working with customers they have never met in person.
Estonia is in the EU, hosts operate under GDPR, and supervision is handled by the Estonian Data Protection Inspectorate. A site that collects Europeans' data needs a privacy policy, cookie consent and a clear procedure for deleting data. Providers respond quickly to complaints about spam, port scanning and copyright infringement. Some hosts ask new customers to confirm their country of residence, so read the provider's terms before paying.
What to use an Estonian VDS for
- Services for users in the Nordics and the Baltics that need an EU location with very low latency to Helsinki, Riga and Stockholm.
- A corporate network for a team spread between Tallinn, Helsinki and other cities in the region. Choose KVM virtualization and a plan with enough traffic.
- Websites for the Estonian and Finnish markets: a single server in Tallinn delivers pages equally fast to both countries.
- Internal tools for an e-resident company: accounting, CRM and file storage in the same jurisdiction as the business.
- Test environments and monitoring from a European IP in Northern Europe.
The market is small, so powerful configurations with lots of memory are scarce and cost more than in the big hubs. For databases and stores, see VPS in Estonia with NVMe: a fast disk matters more than an extra core.
Another feature of Estonia is its bilingual audience. A significant share of people in Tallinn and the north-east of the country speak Russian as their first language, so local providers often offer support in Estonian, English and Russian. This matters for a site targeting the Estonian market too: you often need two language versions, and both are worth serving from the same server in Tallinn. Check the geolocation of the IP you are given: with hosts that run many locations, the address is sometimes assigned to a different country in geo databases, and your site will show visitors the wrong language version.
Payment
Most hosts accept international cards and PayPal; companies can usually pay by invoice, and some providers list cryptocurrency among their payment methods. The table above shows the payment methods for each plan and converts prices from euros into your currency. Estonian VAT applies to local customers; EU consumers are usually charged the VAT rate of their own country, and EU businesses with a VAT number are billed under the reverse charge. Give your real details when signing up: a host has the right to request documents.
